The property is within the boundaries of the Sullivan Corridor Specific Plan and within the sphere of influence of the City of Daly City. The Plan designates the properties to Area 6 of the Plan, or the “Edgeworth / Washington Mixed Use” district, with a land use designation of C-R/R, or Commercial Retail & Residential. The Plan describes this area as transitional between commercial and residential areas, and allows for both commercial retail and residential use, but with a greater “sensitivity to scale”. The scale includes modest setbacks, pedestrian-oriented frontages, specific parking requirements, limited building heights, and a preference for low density housing, although medium-density or live/work residential uses are permissible with a conditional use permit.
